All popcorn needs to be cleared as there are double jellies under them. And the only way to clear the popcorn is by utilising special candies and their combinations. Take out as many layers of the popcorn while chipping away at the cake bomb for a big explosion and a reshuffle of the board. Therefore, do not worry about clearing the double jelly after the popcorn is removed; they will be cleared with cascades and special candies. This will just waste moves if you purposely spend a move to remove a jelly. Keep the chocolate at bay so it does not overwhelm the bottom portion of the board. Once you have a few jellies left, simply use the last few moves to clear them to pass the level. Create a color bomb + striped candy or color bomb + color bomb to remove as many blockers as possible.
All liquorice locks have double jellies underneath them. Popcorn blocks access to the cake bomb. After the cake bomb is cleared, chocolate may spread all over the board if it is not controlled. The cake bomb only removes the liquorice locks. Four colors makes it easier to create special candies in order to pass the level. Anyone who has reached level 1281 knows WHAT to do to clear away each obstacle in order to pass the level (whether they can actually do so or not WITHOUT using boosters that the player would have to buy in order to succeed.) But, without specific guidance, which (in my opinion) you did not offer, no one can figure out HOW to do so. Also, regrettably, the level only offers 16 moves, not 24, as your illustration shows. The example I saw was for 23 gels with 24 moves. I only get 16 moves which is very hard to do.
