There are double jellies underneath all the chocolate and locked chocolate. The starting board layout makes it impossible to create a color bomb. This leaves only wrapped candy or striped candy combinations to be used to clear the initial locked chocolate. The jellies are worth 82,000 points, which is more than the three star target score.

I agree, The “tips” indicate that you get 50 moves. I only get 19 moves. It is not possible to conquer the level with just 19 moves.
