The icing which limits the creation of striped candies from the start will consume moves in order to clear them. The order is worth 15,000 points. Hence, an additional 15,000 points is required to earn one star.
It’s not 20 moves it’s only 15 moves to clear 15 striped candies leaving not enough moves to even create stripes candies
